What (the city) is trying to do is to keep people from thinking the only choice they have to get rid of a barking dog problem is to bring the dog to the shelter" for euthanasia, said Animal Control Officer Mike Kiggins.

"Bark collars" are now available to dog owners in Rock Springs to help quiet noisy dogs.

Under the new program, on the first complaint from a resident about a barking dog, animal control officers will provide the owner with a fact sheet outlining other methods to decrease barking without using the bark collar.
If those methods are unsuccessful, then the offender can check out a bark collar to help control the problem. Kiggins said the training device has a sensitivity control to allow the amount of shock to be adjusted for larger or smaller canines.

Animal control

Animal Control Officer Jayson Tracy recommended the dogs brought inside at night and be equipped with an anti-bark collar.

Lynn Westgate told selectmen she has applied to the Zoning Board of Appeals for a kennel permit. She has seven dogs and has four up for adoption. Tracy said three dogs are allowed per household.

Selectmen voted to require Westgate to equip the dogs with anti-barking collars to be worn both inside and outside the house.

Selectmen also voted Monday to place a 15-minute parking limit on five parking spaces on Center Street in downtown in front of the Mobile Gas Station and Savas Liquors at the recommendation of Healey and Police Chief Gary Russell.
